In XFree86 4 several X11 font utilities (bdftopcf, mkfontdir,
update-fonts-scale, and update-fonts-alias) are moved from
xbase-clients package to xutils package.

I didn't find a hint, on which version bdftopcf and mkfontdir where
moved exactly, but it seems to be done when moving from XFree86 3 to
4.

update-fonts-{scale,alias} were moved in 4.0.1-9.

So here's a little patch to fix the package names in the current
policy:
