If one is going to have two copies of the library, one in the runtime and
other in the -dev package, they do.  And doing this in the maintainer
scripts would be just too damn messy.

However, Herbert's proposal does not require two copies of the library at
all, and I wouldn't have even posted this had I read his mail before
replying ;)
