[fog;/usr/share/doc/debian-policy]-42> zgrep -i 'uild.*depend' policy.text.gz
(excluding build-time dependencies). In order to ensure this, the
compiler must be specified as a build-time dependency.
When specifying the set of build-time dependencies, one should list
other package in the list of build-time dependencies depends on them.
More specifically, look at section 2.4.2
