Policy "3.9 Environment variables" says:

Furthermore, as /etc/profile is a configuration file of the bash
package, no other package may put any environment variables or other
commands into that file.
s/bash/base-files/
Matthias Klose and me agreed to move this file from bash to base-files
because it is not only read by bash but also by any Bourne compatible
shell interpreter.
I'm looking for seconds for this proposal.
