Sorry -- I wasn't clear.  I meant that if this change is made to woody
during the period of the potato freeze, then ....

Absolutely!  But as we discovered with the FHS transition, this is as
important as (if not more so than) the actual policy.

In the meantime, modulo having a workable transition procedure ready
before the release of the new dpkg, I second the proposal.
