Actually, let me amend that line to:

+     using only tools present in essential packages. [footnote]
+
+     [footnote] Debconf or another tool that implements
+                the Debian Configuration management specification
+                will also be installed, and any versioned 
+                dependancies on it will be satisfied before
+                preconfiguration begins.
