Of course it isn't "just" but it's "mainly". There are trivial bugs
which are not being fixed, require no recompiling and require no ok
from the package maintainer (you can see some examples in my web page
at http://ftp-master.debian.org/~sanvila). Fixing them should be easier
than writing some lines in a changelog and making an ordinary package
upload, but they are still unfixed. I am still waiting for dialog to
change its section out of "libs". Can you imagine how many months ago
I reported that?

Either more people work on the ftp.debian.org team, the current
members work a little bit more on it, or we will never get rid of
ftp.debian.org bugs, which means we will never have a consistent
priority system, even if we try to improve the system by creating new
priorities.
