This isn't exactly related to the task of creating the virtual
packages, however I imagine task-secure-system would still conflict
with telnetd. This would allow installation of heimdal-servers, which
also provides a secure telnet (assuming you use Kerberos
authentication...).

The virtual package name isn't required here, as there is only one
implementation of telnet (well... AFAIK and as far as this discussion
is concerned) that doesn't support secure connections.
