Maybe.

Potential problems:

[1] This policy might interfere with upstream integration of debian
patches.
[2] All upstream-supplied scripts need not be equivalent, even if they
happen to have the same name.

This seems to me more like something that should go in with the packaging
manual (and as a hint, not a requirement) than in policy.
