I had a proposal to replace these scripts with XML format. However, I
haven't got much feedback yet... 

I think the benefit of my proposal to this particular problem would be
that it allows the system administrator to setup the method used by
all packages, rather then each individual package maintainer. eg some
administrators may want to force the higher priority task to take
precedence, where as others may want to preserve the currently
installed value.
