There were several reasons:
1) the current system allows maintaining the list separately from the
policy documents (the list does not need the kind of control that the
policy documents do)
2) the package brings in the build-essential packages using the
depends relation
3) the separate package allows bug reports against the package to be
categorized separately from the policy management process that uses
the BTS
BTW, task-debian-devel depends on build-essential, so many Debian
developers have the package installed anyway.
