Bug#64004: marked as done (debian-policy : proposal for mp3-encoder virtual package)

I suggest a virtual package mp3-encoder be setup along with mp3-decoder.
I'm not too sure of the licensing issues associated with lame, and i'm sure
this has been discussed. But if lame is free of the ISO code now, it should
be possible to package it now. 

Please cc any replies to me, as i'm not on the list and cannot follow it
because of bandwidth constraints.
