Bug#69031: marked as done (ITP netkit-timed & new virtual package time-daemon)

I'd like to package netkit-timed, YATD.  In order to do that, we'll need to
have a new virtual package so that the various time daemons won't step on
each other's toes.  I propose that it be called time-daemon.

Once that is on the list of virtual packages, the two existing time daemons
should provide & conflict with it instead of conflicting with each other as
they do now.

Of course, I'd much rather have a good mechanism for all of them to coexist,
with only one running at anytime, but since we don't have such a beast,
they'll have to conflict for now.
