lib-openxml-java is precompiled only: is this a bug?

Hi,
I was examining other's java packages searching for ideas when I noticed
that this package has sources, but they are not used to produce the
binary package; a precompiled stuff, also included in the original
package, is copyed into the binary.
That's it.

I felt this was a grave omission, and I was going to raise a bug ...
... but I wasn't able to find a place where this behaviour is
sanctioned.

can someone help me?

cheers,
fab

Package: lib-openxml-java
Version: 1.0.6.1-3
Severity: important

Although the sources .java file are included, the debian/rules target
seems to simply copy the precompiled jar files into the binary package,
without recompiling them from scratch.
