`Install-time' you say, but still the data is preserved among different
`install-times'. So if you change one of the `install-time' generated config
files the change won't appear as the default the next install, or if the
user uses dpkg-reconfigure). Besides the original specification for
configuration specifically allows using directly the database.
But all right, this is not a debconf discussion... =)
