First off, these programs should NOT be sgid anything! The whole point of group audio is that you may want to give access to these groups to anyone logged in at the console and even permanently if logged in remote. I do not relish the idea of someone with a remote account blasting an mp3 on my machine because of a typo or even deliberately in the middle of the night while I am trying to sleep. That said, I think policy should mention this sort of thing for the sound devices. Perhaps you might provide a proposal indicating the exact changes to policy you're looking for?
