Bug#41232: AMENDMENT 1999-07-23 FINAL DRAFT] Build-time dependencies on binary packages

Thanks for a very thought out proposal!  Please, let us go for it: debian
has been without source dependencies for far too long.

PS. In case you are wondering: I know because I was offered in 1993 by Ian
Murdock to "take over the source package format of debian", an offer I
unfortunately had to decline due to lack of hardware (!) ... but I do
remember the lively discussion at the time and can only say that this
proposal does address all the concerns I remember from way back then :)
