Perhaps it'd be a good idea to allow them, but strongly encourage packages
not to use them wherever possible. (ie, configure scripts should be made
to detect things in the right order, and so forth, and conflicts only
stated where the maintainer can't work out how to fix it, and no patches
have been provided, and so on)
