I tried to install packaging-manual several times, and it failed each time (and again when I tried with dpkg --configure -a). Here is the needed output:
gauss:~# dpkg --configure -a
Setting up packaging-manual (3.0.1.1) ...
/usr/share/doc-base/debian-policy: cannot open control file for reading: No such file or directory at /usr/sbin/install-docs line 624.
dpkg: error processing packaging-manual (--configure):
subprocess post-installation script returned error exit status 2
After apt-getting the package debian-policy, packaging-manual had no problems
configuring itself.
