Quoting from section 4.2.14:

stable=20
     This is the current `released' version of Debian GNU/Linux. A new
version is released approximately every 3 months after the development
code has been frozen for a month of testing. Once the distribution is
stable only major bug fixes are allowed. When changes are made to this
distribution, the minor version number is increased (for example: 1.2
becomes 1.2.1 then 1.2.2, etc).

But since bo, point releases have been identified like 1.3r2.
