I basically agree. What we should seriously consider in such a case is the
impact on usefulness and stability. It might be acceptable for users like
ourselves to deviate from policy in order to accomplish our goals and
those of our customers. We might even have to do that in order to build a
packages that benefits many debian users. I just think that the actual
role of policy needs to be clear. Maybe the role of policy is primarily
oriented towards delivering a stable base system and maybe that doesn't
apply any more when you start modifying things and building things on your
own.
