Sorry, I was doing things from memory.  The proposal says:

+      <p>
+        This is done using the <tt>Build-Depends</tt>,
+        <tt>Build-Depends-Indep</tt>, <tt>Build-Conflicts</tt>, and
+        <tt>Build-Conflicts-Indep</tt> control file fields.
+      </p>

and that is, of course, what I was going to use.
