Close accepted policy amendments

Now that all bugs are archived, it doesn't seem to make much sense to
keep these accepted amendments in a "Fixed" state.

What to do with all of the old proposals is another matter.  I would
propose that we go through them and close everything that is marked
"NMU Fixed".  Since there is no recognised (individual) maintainer of
debian-policy, the only way bugs will get closed is if this list
actively closes them.
