It could be named after the country where the master archive was stored,
allowing multiple crypto/patent software sites. It would be best to have
several of these (debian-uk, debian-jp, debian-de, debian-au, debian-br,
...) so that any package would have at least one potential home. Packages
could be uploaded to as many sites as the law (or maintainer's time) allows.
Mirrors of these archives could only be made to countries with the same or
more liberal crypto/patent/speech policies, but the network load would be
more distributed than the current setup, and people should use squid proxies
anyway.
Some of these archives might be willing to host data section packages
as well, as they wouldn't be as heavily used or mirrored.
