Good question.

There is no such legal entity "Debian Policy List Members", so that's out.

Probably the best option would be to indicate copyrights as being jointly
held by each person who's made a contribution.  [Just list copyright,
one after another, with each person's name on it.]

Another option would be to grant the copyright to SPI.  [If people agreed
to this.]
