This is per update-mime's documentation. The underlying idea being to make
it easier for system administrators to forego MIME registration if they
consider it bloat.

It's Priority: standard, so it's on all systems where the sysadmin hasn't
explicitly removed it.

The menu documentation says:
: Please, do not make your package _depend_ on the menu package! The
: preferred way of telling dpkg that your wm can cooperate with menu is:

Personally, I think having menu and mime-support Priority: standard and not
having dependencies on them (unless really needed) is the nicest way of
handling this.
