I notice that mysql-server has the same situation; it creates or takes over
the 'mysql' group and user, in the mysql-server.preinst file.  

(If I happened to have a user with that name before installing mysql-server,
I wouldn't be very happy.)  I suspect that mysql and Josef's UPS thing are not
the only examples.

I guess the correct solution (policy?) would be to put the user name in a 
conf file, and have the preinst ask the admin for a new name if the
suggested name is already in use.
