The procedure is this, as far as I can see:
1) You file a wishlist bug against policy with title "[PROPOSAL] ..."
and ask for seconds.
2) When you've got two seconds from developers, you may promote the
bug to severity normal and retitle it to "[AMENDMENT <current
date>] ...". You should also set a length for a discussion period -
two weeks is a good choice.
3) After the discussion period has ended, if we have a consensus, you
may mark the bug forwarded to this list and retitle it to "[ACCEPTED]
...". Then you wait for the policy editors to make the change
to policy.
If we don't have a consensus after the discussion period, the default is
to reject the proposal. There is the option to extend the discussion
period by one week if we're near a consensus. The option can be used
only once per proposal and it's supposed to be used infrequently.
