Hmm. In that case, I'd prefer a paraphrase of your one
sentence description -- "policy should not make changes that
contradict currrent policy withiout allowing for a transition period,
during which both the old and the new policy should be legal."
This is longer, but possibly easier to understand (at least,
it was easier for me)

I agree that we do need some policy regarding major changes to
policy (one that affect large numbers of packages).
