Bug#41829: debian-policy: Documents stored in /usr/doc/debian-policy, should be /usr/share/doc/debian-policy

We're still duscussing how to properly manage movement of documentation
from /usr/doc to /usr/share/doc, that's probably a lot of the reason why
it has not yet been done.

Give us a week or two---we're not done arguing about it.  =>
