The usual debian/control file is already some sort of "control.in", since
it uses variables (like ${shlibs:Depends}) which get replaced by their
real values at build time.

Is there any control.in file which may not be rewritten so that it uses
the "usual" variables mechanism?

In other words: Does the packaging system support all our current needs
for generating real control files? (i.e. those in debian/tmp/DEBIAN)
