Q about .html documentation

I have a package (in main) that's based on an article available as an html
file that doesn't have an explicit copyright clause. Therefore,
I've contacted its author whether it would be allowed to distribute and/or
modify it. He replied "distributing it is fine, it's already included with
a number of other packages".

Is this sufficient so that I can include it with my package and still put
it in main, or does it _have_ to allow modifications? It's not software in
the common sense, it's "only" supplementary documentation.
