Bug#39831: FSSTND refers to an inaccessible file, namely, device-list

In the /dev section of the FSSTND
(/usr/doc/debian-policy/fsstnd/fsstnd-1.2.txt.gz) the following text is
found:  ``All device special files should follow the standard in that
document, which is available via anonymous ftp at ftp.yggdrasil.com
in /pub/device-list.''  However, I cannot access ftp.yggdrasil.com
via anonymous ftp.  Moreover, we should have a copy of that important
file in the distribution.  Doing some research on my own I found
the latest version is included as part of the kernel source as
Documentation/devices.txt .  Perhaps we can make this more apparent.
I mean it would be nice if all documents affecting Debian policy were
collected together.
