Eh? Section 4.6 has a fairly detailed description of /usr/local.
(I'm looking in the recently announced 2.1-pre-02.)
The problem with /usr/local/etc as it stands is that it is in a
shareable tree. It would be better to have /etc/local and
/etc/local/share, IMHO.
