I don't agree with this.

This make the policy non-free.

I don't see the point of this license change. If I may get the
'official' policy, I get it from www.debian.org or from ftp.debian.org.
This source make the policy official.

With the today license every developer or user can:
1.) get the policy 
2.) change it and
3.) make a proposel for this new version
