Policy will not help here. Because, when someone believes he is in justice,
he will open the bug report either way. People would have to read,
understand and accept policy first because this would help to solve such
problems.

I still am not convinced that we should do anything about this aspect of our
BTS. THe current situation is fine enough. Maybe we should add the following
to policy:

"If someone reopens a bug closed by you, or closes a bug you opened, DON'T
PANIC. Take a walk in the woods, a deep breath and a life. Come back and
smile."
