I agree it should be clarified. I don't think of HTML as
``text documentation'', any more than I think that postscript is
``text''. If I recall the discussions that went on in the policy
list, there was a (separate) proposal to require compressed HTML
docs, but was shot down since there is no clean way to ensure that
links can be followed without altering all the browsers out there.
