Pointing to UNIX98 standards from some doc



I think that it would be very wise to indicate how developers can find
POSIX standards documentation.  I am not sure how closely the UNIX98
standards match POSIX, but it is possibly a better start than
nothing.  I would suggest adding a footnote to section 4.4 of the
Policy doc (although not part of policy itself) directing developers
to look at http://www.db.opengroup.org/sud/, to register and then they
can use the information found there to help make their scripts POSIX
(or at least UNIX98) compliant.

Any comments?
