Debian breaking GPL (Was: Re: Bug#32758: userv: non-maintainer upload (alpha) diffs)

First, he must provide the source when asked for it, if I understand
the gpl right.

Now my main concern:
Many Binaries on ftp.debian.org don't have source codes to go along
with it, although they are gpl. Every time a new source is uploaded,
the old source is deleted. Since most uploads are for one arch only,
all other archs will still have the old binaries, but now without
source. This is a great problem, since Debian must be able to provide
the sources for those binaries, if asked for it. Since thats hardly
possible, with the source deleted, the binaries are not confoming to
the GPL.

If I don't hear anything, I will consider all binaries without source
as bugs of ftp.debian.org and will file bugs stating that source/patch
<xyz> is missing from archive.

PS: By the way, incremental patches (and multiple patch files) would
resolve that mostly.
