A number of optional packages should be optional and YES they should
conflict.  An example would be gs and gs-aladdin.  One of those is
non-free, does that mean it should be extra because it conflicts with the
free version?  Or should the free version be extra because the non-free
version is better?

Both are optional.  Users decide whether which one they want.
