Huh?

Surely not.  Use deity@lists.debian.org.

apt@packages.debian.org is (in the normal course of things) generated from
the Maintainer: field.  Someone said there is a manual override in place for
apt.  Fair enough.  However, the simplest answer seems to me to be, change
the Maintainer address to deity@lists.debian.org (or is it debian-deity?). 
Then, apt@packages.debian.org will automatically point there - which will
remove the need for the manual override.
