Gack! Why are you not using . for this? What difference does
this use of ~ make? How does it solve our problem of 2.0.7 being
higher than 2.0.7-pre1? Look what happens when I substitute . for ~
2.0.7 < 2.0.7.1 < 2.0.7.2 < 2.0.7.21 < 2.0.8
This already works. What we *want* is:
2.0.7~1 < 2.0.7~2 < 2.0.7~21 < 2.0.7 < 2.0.8

I think you just misunderstood what the proposal was trying to
achieve. Your proposal makes ~ synonymous with ., and in that case,
why not use .?
