Actually, it would be very neat to have an automated procedure which could
be activated by some list maintainers.

For example, after the start of that version number debate, some maintainer
could have typed 'reassign thread debian-policy' into some email-bot.

That would ideally cause 3 things:

1) The originator would be sent a message indicating that his message was in
the wrong list, and has been moved.  It will check if he is also on that
list, and if he is not comment that he might like to subscribe (although he
may be OK with the Cc: line).

2) It will send a message to the original list, indicating that the
discussion has been moved.

3) [Magic - tricky!] It will automatically intercept and move any emails
with that subject line to the other list as long as it remains active.

Any thoughts, anyone?

I fall prey to my own logic, since I don't know what list to put this on. 
I'm Cc:ing policy.
