Does sendmail uses procmail without checking it is suid-root?
If so, I think I agree with Herbert Xu.

There should be nothing wrong in changing procmail permissions as long as
it is *not* working as an MDA (other than I don't think it is a good
idea). procmail supports suidmanager, so if you want to change
permissions, you should be allowed to do so.

Herbert should not be blamed for changing the permissions of procmail
while it was *not* an MDA but just a mail filter.

IMHO, sendmail should not automatically switch from deliver to procmail
without checking that procmail default permissions have not been changed.
Does sendmail do that?
