They should be probably in /etc, to be FHS-compliant. This is already
reported as a bug (Bug #10044: smartlist does not follow FHS yet).

However, there is no procedure in dpkg to make it to compare md5sums from
/var/list/.etc in an old package with the md5sums of a new package having
the conffiles in /etc/smartlist.

This means that making a smartlist package which is *both* FHS compliant
and compatible with the previous release is going to be a little
bit "tricky", because just copying configuration files in the
preinst would be sub-optimal.
