Bug#29955: policy versions aren't parallel with packaging-manual

I recall no such agreement, and indeed, I would object. The
two packages are updated separately, and it is quite easy to not have
them in sync. Indeed, I can see the packaging manual gradually
coalescing into being static, while the policy manula evolves at a
faster rate.
If indeed people think that the version numbers of two
different packages should remain in sync, please justify having them
as separate packages in the first place.
If you think that this is what you want to do please peopose
this as a policy amendment, seek seconds, and ewither proceed to
merge the two packages, or justify the requirement as a policy
change.
Lacking such a move, I move that we close this report.
