I agree.

I think that it should be a (POSIX) sh script fragement.  The
advantage of this is that you can set ulimits, umask, and other
similar attributes of processes, source $HOME/.environment if it
exists, etc. etc., whereas the login.defs mechanism only allows a very
restricted set of features.
