Bug#27906: devel-ref maintainer's opinion on Binary-only NMU's

There's that argument again.
Binary NMU's aren't a recognized method of uploading stuff to debian,
according to the policy manual, packaging manual, or developers reference,
or any other debian documentation I've seen. And people keep thinking that 2
wrongs make a right, they can break policy by doing an binary NMU, and this
somehow allows them to break policy by doing a NMU w/o contacting the
maintainer first or waiting.

BTW, I posted a message that showed how you could keep a rolling list of bug
reports and satisfy policy WRT to waiting on the maintainer, without having
to keep up with a lot of information, or slow down your porting efforts. I
haven't had any flaws pointed out in it.

I don't think it's techincally necessary to do this, but if it makes your
job easier, I'm all for it.
