I think this means we need to modify packaging manual on orig.tar.gz files
for the case of GPLed and LGPLed programs?  [Since this is a mechanical
issue, I think section 2.4.2 of the policy manual is fine as it stands].

Note that the FSF is pretty good about giving their sources new names.
