Hm, my debian/rules file doesn't actually state it since everyone
probably already knows the license -- hint: the name "Ian Jackson" is
still at the top.  :-)

The copyright file does say modifications for Debian are under GPL >=
2, like proftpd itself.  (Which technically conflicts with the strange
implied copyright for debian/rules, and could be a -policy topic in
itself.)
